If the ratio \frac{m_{Mercury}}{m_{Earth}}>\frac{d_{Earth}^2}{d_{Mercury}^2} then Mercury has a stronger force. m_{Mercury} is the mass of Mercury, while d_{Mercury} is the distance between the Sun and Mercury. Same with Earth.

The sun. The best way I can think of to use as proof is think about. The earth and mercury both are stuck in the suns gravitational pull. Not the other way around
